Radicalization happens in echo chambers that are difficult to observe.
Fringe groups and forums, obscure websites and social media profiles are notoriously difficult to discover, yet more difficult to monitor. Actors often operate under multiple identities, across a number of seemingly disjunct communities. These dark corners of the internet are full of illegal content, because the perpetrators know they are safe.
